CLARKSBURG, W.Va. (WV News) — Former Doddridge County sheriff and magistrate Michael Thomas Headley, and former assistant Angela Marie Lamb, are set for a joint trial the week of Sept. 12 in Doddridge County on allegations of fraud.

Headley, with attorney David Glover, and Lamb, with attorney Zach Dyer, appeared separately Wednesday morning before Special Judge Thomas A. Bedell in Clarksburg to enter not guilty pleas.

Bedell also set jury selection for 9 a.m. Aug. 29, and said he already had discussed with Doddridge Circuit Clerk Michele Britton the possibility of bringing in additional potential jurors.
The court set a final pretrial conference at 9 a.m. Sept. 1.

After Special Prosecutor Michael Parker didn’t object, Headley and Lamb were permitted to remain free on the same bond form and amount ($5,000 signature) previously set by Special Magistrate Mark Gorby.
Headley and Lamb will be supervised on pretrial release by the office of Harrison Chief Probation Officer Mike Burnside.

Lamb and Headley also were required to undergo additional law enforcement processing Wednesday since the indictment added charges to what had been brought against them in magistrate court.
The Sept. 12 trial date could end up postponed, as often happens in major cases, if the defendants waive their speedy trial rights and request a continuance for more time to prepare.
Headley, 51, of West Union, was indicted on one count of falsifying accounts, two counts of aiding and abetting fraudulent or unauthorized use of purchasing card, and one count of conspiracy.
Lamb, 56, of Salem, has been indicted in the same case on 13 counts of fraudulent or unauthorized use of purchasing card, two counts of aiding and abetting that alleged crime, one count of conspiracy and one count of fraudulent schemes.
Lamb could face 17-90 years in prison and fines totaling $85,000 if convicted of all charges. Headley could face 4-25 years in prison and fines totaling $25,000 if convicted of all charges.
The indictment alleges Headley and Lamb worked together in the unlawful use of a state purchasing card twice on Dec. 22, 2020, for a Van Heusen men’s 3XLT big and tall button down shirt valued at $27.55, and for two men’s shirts valued at $75.21. Headley and Lamb also are accused of conspiring in December 2020 to commit fraudulent or unlawful use of a purchasing card.
On the falsifying accounts charge, Headley is accused of wrongdoing involving the Sheriff’s Office concealed weapons account in December 2018, the indictment alleges.
Lamb also is accused of unlawful use of a state purchasing card Sept. 14, 2019 for a Kenwood radio charger valued at $65.72; Aug. 7, 2020 for a Kenwood lithium ion battery valued at $144.60; Nov. 10, 2020, for two Apple iPads valued at $799.96; Nov. 18, 2020, for three Kodak dock plus and dock photo printer cartridges and photo paper valued at $47.67; Nov. 18, 2020, for one Kodak dock and Wi-Fi portable instant photo printer valued at $99.99; Nov. 23, 2020, for a pair of women’s rain boots valued at $137.75; Nov. 25, 2020, for a hard travel case for a Kodak dock and Wi-Fi printer valued at $19.99; Nov. 27, 2020, for a pair of Nike women’s Zoom Pegasus running shoes valued at $244.39; Nov. 27, 2020, for a Garmin GPS running watch and a wrist accessory band valued at $137.55; Dec. 12, 2020, for a women’s jacket valued at $137.79; Dec. 18, 2020, for a pair of Crocs clogs valued at $33.38; Dec. 19, 2020, for a jean sweatshirt valued at $51.39; and Dec. 19, 2020, for a pair of Hey Dude shoes valued at $58.25.
On the fraudulent schemes charge, the allegation sums up the alleged unlawful state purchasing card use, contending a total loss of $2,081.21 to the Doddridge County coffers.
State Police alleged the purchasing card was unlawfully used for the Sheriff’s Office to buy gifts for its “Miracle Christmas” program. Lamb also admitted two Amazon purchases she kept, State Police alleged.
Separately, Bedell has set the arraignment of former Doddridge commissioner Ronald Lee “Ronnie” Travis for 4:15 p.m. Aug. 11.
Travis was indicted in a separate case on one count of embezzlement and one count of fraudulent schemes. The indictment alleges he stole about $1,270 from his employer, NAPA Auto Parts, from May 17, 2021, to June 25, 2021.
Wednesday’s hearings for Lamb and Headley were conducted despite an outage to the main power at the Harrison County Courthouse. That meant limited lighting, no public address system and the court reporter working off a backup system.
